I went over to the Flickr site and searched for underdressed London girls. I found many who could use a sweater to cover up. Here's 10 of them:

These girls are on a launch party for a media group. Feathers, I have never understood the appeal of feathers.

I can't write a post with only girls, we need some boys too according to the minister of equality. Very cold, they should cover up.

Oxford Street: In addition to a few scottish cashmere sweater shops, there's also some souvenir shops selling underwear.

They were freezing so much they had to cuddle to keep the warmth.
